          The text proposed would be more appropriate as a
       normative annex than as a new subclause of 2.
          The description of the protocol identifiers used in
       the encapsulation needs to be aligned with the
       definitions in IEEE Std 802-1990. The protocol identifier
       is the full five octets, in each case, not just the two
       octets following the OUI.
