For obvious reasons, I am not going to attempt to address these issues
as part of the process of generating D3 text - I am quite sure I have no
mandate at the moment to split the document in two; I am equally sure
that the concensus at La Jolla was that the current priority approach (as
modified by the discussions at the meeting - John Grinham's proposal plus
adding a Note to indicate that other algorithms were possible) was
acceptable to those present. I suggest that you comment on this in the
upcoming D3 ballot.
