TECHNICAL COMMENTS

I'll be honest in that I have not had a lot of time to read the draft.  That 
said, I have to disapprove for the following philosphical reason:

I don't believe that any new protocol can be standardized without prototyping 
it first.  Before changing to approve, I would like to see/hear of
implementations existing, hopefully interoperating, and certainly being 
tested in a somwhat realistic network environment (or hopefully, in a 
production environment.)
