[STDS-802-11-CAC] updated liaison staatement template

R2 of the template modified according to some of Joe's suggestions.
Joe also suggested changing "Liaison Communication" to "Liaison Statement".

The rationale for keeping "communication" is that our P&P talk in terms of communications and public statements.
Public statements are held to a high level of authorization.   So I want to avoid muddying the waters by introducing
the statement terminology.

This is somewhat embedded,  e.g.,  in the 802 EC motion template.   The approval motion reads:
"Approve <doc-url> as communication to <recipient>, granting the IEEE LMSC chair (or his delegate) editorial license."

Of course, the incoming chair might have a different opinion,  which is why we should hold off posting this
until after the elections.
