[STDS-802-11-CAC] New motions to be added to the 802.11 motion template document

Having been recommended to use a motion template for sending an LS and a press release request, I discovered we don’t have one in the 11-08/0762r12. 

Therefore I propose the following templates be added to the motion templates document, as provided the attached r13 version (this has not been posted) in addition I made some minor editorial changes to r12, which were exposed when I spell checked the r13 (see redline attached).  Please review and comment.  (note in the r13 document these are paragraphs 3.15 -3.19)

New Templates:

1.15.    Send a Liaison Statement from 802.11 to an external organization (EC notification is required)

Motion:

• The IEEE 802.11 WG approves sending the contents of <doc-ref> to <external organization> [and cc’ed to <external organization(s)>], granting the WG Chair editorial license.
• [Note: this needs to be sent by <date> <time>]

1.16.    Send a reply Liaison Statement from 802.11 to an external organization (EC notification is required)
