[STDS-802-11-CAC] TGbc D0.1 and call for comments

TGbc has approved today D0.1 and authorized a 10-day call for comments.
Our Editor will work on preparing D0.1 in the next days and I will coordinate
with our WG Chair to initiate the call for comments as soon as the draft is
available in the members’ are.
