[STDS-802-11-TGAI] CIDs 7412 and 7369

  The comment for CID 7412 says, "'transmitter's AEAD counter' -- this is a bit ambiguous,

since there are two AEAD counters". The proposed change is "Change to "AEAD counter 

for the transmitting STA". I propose the following resolution: "Reject: the transmitting

STA is, by definition, the transmitter. And the AEAD counter for the transmitter is, by

definition, the transmitter's AEAD counter. The proposed change trivially restates the

statement."

  I request that CID 7369 be reassigned to Mark Rison. I do not want to attempt to 

guess what would be a satisfactory replacement for "<something>".
