Lili has CID 24101 that covers SP2.  I don't mind who puts the SPs
forward; I'm happy to put them all forward.

In any case, it doesn't make sense to resolve these comments separately.
CIDs 24101, 24105, 24106, 24107, 24175 should all be resolved at the same time,
and I think they should be resolved by making the kinds of changes suggested
in http://www.ieee802.org/11/email/stds-802-11-tgax/msg01701.html (once
we've run the SPs to get the preferred direction).

I note that CID 24105 means we might need an additional SP:

SP3) For 160M/80+80M, should having no 20M subchannels in the primary 80 MHz channel punctured (only in the secondary 80 MHz channel) be allowed?
