Today I made a comment about the way the group is doing comment resolutions.
When we respond to comments, we need to actually address the comment.
"Stating see document for proposed change" is really not responsive to the comment.
While I see a "Discussion" in the document, it is not the resolution.
I
think that we should move away from trying to be so terse in a box at
the top of the discussion section, and allow more complete response to
the comment as is highlighted or written in the "Discussion" section
that really should be part of the resolution.
