[STDS-802-11-TGM] Comments from REVmc SB3 uploaded

I have uploaded the "editor" spreadsheet containing comments from the
recently closed third sponsor ballot recirculation.

The tabs in the spreadsheet and the criteria I used to partition them follow:

Pass to publication editor 8 Editorial comment
Reiteration 4 A straightforward reiteration of a previous valid comment
Reiteration of invalid comment 10 A reiteration of a comment that was invalid
Scope 14 A comment that is out of scope
Valid new comment 7 A valid comment on a new topic
Valid Pile-on 4  A valid comment that piles onto an existing comment,  and is not a straightforward reiteration
All Comments 5516  

The comments by commenter are:  (No and Yes relate to "Must be satisfied?")

If anybody has information that invalidates my "Scope" assignments,  please let me know.
The most likely reason is that I've failed to take into account an prior related unsatisfied comment.
