It is always the case (as far as I know) that the regulatory rules supersede
anything 802.11 has to say.  However, there are places (Europe?) where
regulations reference 802.11, and it does in effect become a regulatory
document through that reference (which the regulations could change at any
time, hence even then, the regulations are controlling).

[RR] Agreed as I said below.  However, ex post facto a standard simply can
not be "required" to be rewritten because some regulatory body around the
world decided to change its regulations.  Removing channel 14 because some
regulatory body states channel 14 is no longer to be used in their region
makes no sense.  

 

But, the problem here is that we here in 802.11 are tasked with coming up
with mutually agreed ways to interop under those regulations.  So, if we
remove channel 14 from Annex E, there is no (normative to 802.11) way to
interoperate on that channel if/where regulations allow it.

[RR] Essentially my point, however there is a bit more having to do with the
dynamics of the regulatory process as I described above. 
 

Perhaps that was your point (I could read it either as supporting the
change, or resisting the change!)?

[RR] I was actually speaking of keeping channel 14 in the tables.  If a
regulatory body doesn't want it, they simply state follow 802.11 EXCEPT "no
channel 14".  It's their problem, not ours!

I looked through the attachment you sent, and it says the red items are what
changed.  These all seem to be details of emissions limits. I'm not seeing
why channel 14 is not supported anymore from these changes.  Do we need to
pull Peter into this, to clarify?
