[STDS-802-11] 802.11 Operations Manual with proposed updates is posted

a) Align Appendix C chart with previously approved changes (from 4 of 6 to 2 of 3 returned ballot series).
b) Remove references to Regulatory Standing Committee.
c) Remove obsolete reference (802 operation/other 2).

Please let me know if you have any other proposed changes. I plan to bring a motion
at the Friday closing plenary for approval of the updated 802.11 Operations Manual.
