At the WG closing plenary,  I left the matter of the Broadcast Services (BCS) chair open.    I have since received confirmation that Marc Emmelmann is willing and available
to chair this group.  I have spoken with him,  and he expressed a preference to run the March meeting as a TIG,  and transition into a SG in
subsequent meetings (pending EC approval).   I agree to this.    The working group motion last friday will empower me to ask the EC for the formation of a SG on
the March closing EC without additional WG action.
