[STDS-802-11] Australia's update on 66-71 GHz and UWB

Hi,

In December 2018, the ACMA sought comment on proposed updates to class
licensing arrangements supporting 5G and other technology innovations
to be implemented by varying the Radiocommunications (Low Interference
Potential Devices) Class Licence 2015 (LIPD Class Licence).

The consultation covers different frequency bands, including 66-71 GHz
and 6000-9000 MHz that are of interest to IEEE 802.

The consultation has been ended in the early of this year and the
legislative amendment has been published in Australia's Federal
Register of Legislation on August 19, which includes the following
that are of interest to us:

Based on Radiocommunications (Low Interference Potential Devices)
Class Licence 2015 [Latest version:  June 2018,
https://www.legislation.gov.au/Series/F2015L01438] and
Radiocommunications (Low Interference Potential Devices) Class Licence
Variation 2018 (No. 1) [Latest version, June 2018,
https://www.legislation.gov.au/Details/F2018L00881],

[a]  add a new item 65A after item 65 in schedule 1 to expand the
frequency range of 60 GHz from 57-66 GHz to 57-71 GHz for both indoor
and outdoor usage supporting wireless gigiabit systems (e.g.,
utilising IEEE 802.11ad) with applications such as backhaul for 5G and
Wi-Fi.   The transmitter must comply with FCC Rules Title 47 Part 15
Section 255.  Note other conditions apply.

[b]  modify item 78 in schedule 1 for UWB transmitters from 3400-4800
MHz AND 6000-8500 MHz to 3100-4800 MHz AND 6000-9000 MHz.  The
transmitter must comply with ETSI Standard EN 302 065.   Note other
conditions apply.
