stds-802-16-tg1: Clause Editor Recommendations on Recirc #3a

Sorry I didn't explain what this file is.

It's a Commentary file. I've started using the extension "fm5" (this 
is the extension for FileMaker Pro 5, from which Commentary is built).

Using "USR" was too complicated; people were confusing the export 
files with the Commentary application files.

Import the file as Clause's Editor's Proposals.
