stds-802-16-tg4: RE: stds-802-16-tg3: TG3/4 opening plenary motions



As Nico indicates, this proposal was made after discussion with the
leadership.  The TG3/TG4 agenda (still to be published - by me - I know, I'm
late) will provide time for lead-in explanations and the rationale for the
motions and for their consideration on Monday afternoon at the opening joint
TG3/TG4 Plenary.  Please be prepared.

After some discussion with the leadership, I have proposed to put the
following motions on the TG3/4 opening plenary agenda in order to
efficiently process the comments. I find that it is necessary to proceed
in this manner to ensure that 80216ab-01/01r2 is adequately transformed
into an amendment of 802.16/D5 in such a manner that the members are not
faced with a post-session draft that editorially significantly differs
from what the members had in mind.

Attendants of session #16 are requested to study these motions, since it
will be extremely inefficient to go through each of the comments listed
when these motions come on the table.

* Motions:
   a)    Clauses in 6.2.7.7 through 6.2.7.12 that are actually
amendments to 6.2.1 through 6.2.6 should be moved there
           (with notes of which PHY spec they are applicable to if
needed).
   b1)  The normative AAS material (irrespective of amendments to the
content) should be in chapter 6.
   b2)  The AAS material should be rewritten to be informative and
replace annex A.3.
   c)    PHY should be split differently (see comment 617)
   d)    OFDM PHY for licensed and licensed exempt should be merged (see
comment 666)
   e)     All TLV's should be moved to chapter 11 (again with notes of
which PHY spec they are applicable to)
   f)     Move section 6.2.7.9.7 to 6.2.2.3 as described in comment 518.

   g)     Defer following comments to Editor's meeting  (Monday evening
(12/11/01), starting 19:00) for resolution.

Note that motion g) attempts to capture all comments that seek to
shuffle material around in the document and that motion h) attempts to
