stds-802-16: IEEE membership not required

Just to clear up some confusion:

You need NOT be an IEEE member to qualify as a voting member of 802.16.

In order to participate in a "ballot group" and thereby vote on whether draft standards become real standards, you must be a member of the IEEE Standards Association. We are not there yet, so you needn't worry about this too much right now. Suffice it to say that many Working Group members participate in these letter ballots, and many do not.
