stds-802-16: new 802.16 Intellectual Property Page, inc. Patent Letters on File

[It turned out that the PDF files of the patent letters were
corrupted. I have replaced them and so am sending this notice again.
-Roger]

Folks:

I have extracted, from all relevant IEEE-SA documents I can pinpoint,
all of the information bearing on patent policies and procedures.
This information is complied at new 802.16 Intellectual Property web
page:

	<http://ieee802.org/16/ipr/index.html>

[Patents are included; I still haven't done copyrights yet.]

For the most part, this is pretty much the same as when I announced
the availability of this information on 1 Feb.

However, there is one major addition to the page: "Patent Letters On File"

This includes two pages:

(1) PATENT LETTERS ON FILE WITH IEEE 802.16
<http://ieee802.org/16/ipr/patents/letters/index.html>
This is an archive of patent letters received by 802.16. It includes
the company name, the letter received, any replies from 802.16, and a
list of patents referenced in the letter. Regarding the patent
references, I plan to include links to the patents themselves, when
available, at the U.S. Patent and Trademark Office (which has all
U.S. patents since 1976 on-line and free of charge). The posted
letters need not be official Letters of Assurance; they may be any
patent letters I receive that I have permission to post.

****** NOTE: THERE IS NOW ONE PATENT LETTER ON-LINE ******

(2) RECORDS OF IEEE STANDARDS-RELATED PATENTS
<http://standards.ieee.org/db/patents>
This is a database of IEEE Standards for which Letters of Assurance
have been received from patent owners in accordance with IEEE-SA
Standards Board Patent Policy. At this time, none of these letters
references 802.16. However, you may find it useful to see how the
IEEE-SA handles Letters of Assurance.
