This is an edited version of a document presented at IEEE 802.16 Session #7.5. It was decided at that meeting to delay release of the proposed Call for Contributions pending comments by the 802.16.1 PHY Chair and the Chair of the Ad Hoc PHY Modeling Committee. Their initial comments are incorporated here, and a final version should be released soon.
