"The frame is divided into an integer number of physical slots (PS), which
help to partition the time easily.  
The TDD framing is adaptive in that the time allocated to the downstream
versus the upstream can vary."

Allow for twice the jitter on the upstream channel as on the downstream.

Table 81 specifies the BS Tx max peak-to-peak jitter at 0.02 Tsym, 
bu also specifies the same parameter for the CPE; if the CPE is deriving 
its timing reference from the downstream, the Tx symbol jitter in the CPE is
going to be at least as great as the reference plus the results of some
Jitter Transfer Function. 
Also, since the BS and CPE may be operating at different baud rates, this
parameter should ideally 
be specified relative to the Base Station symbol rate.
