This announcement opens IEEE 802.16's Letter Ballot #2.

This document carries the IEEE copyright notice and is provided only 
to 802.16 Members and Observers. If you need to consult with a 
colleague regarding a copyrighted 802.16 document, please provide the

    To participate in the ballot, you must download this file and use 
it to prepare your vote and comments. Submission instructions are 
included.

Notes:

*802 rules specify that "the decision to submit a draft standard or a 
revised standard to the Sponsor Ballot Group must be ratified by a 
letter ballot." The decision to carry out this letter ballot was made 
at the Closing Plenary of 802.16 Session #10.

*Following IEEE guidelines, the document under review is considered a 
Draft Standard. IEEE requires that Draft Standards carry the IEEE 
copyright notice and be restricted in distribution. As a result, the 
document has been posted on the 802.16 password-protected web site. 
Members and Observers have access to the password. The roster updates 
following Session #10 should be complete by this weekend. New members 
will be provided the password. New Potential Observers will have the 
opportunity to register as Observers and then receive the password.

*The IEEE 802.16 Membership Procedures, which are in accordance with 
the 802 Rules, specify that "Working Group Membership shall be lost 
if two consecutive, or two of any three consecutive, Working Group 
letter ballots are not returned or are returned with an abstention 
other than for 'lack of technical expertise'." You may wish to check 
your voting record from Letter Ballot #1:

*Please take note of the IEEE 802.16 Patent Policy 
<http://ieee802.org/16/ipr/patents/policy.html>. Note that "anyone, 
whether participating in IEEE 802.16 or not, should notify the Chair 
of any patents (granted or under application, and regardless of the 
assignee or the patent nationality) that may cover technology that is 
under consideration by or has been approved by IEEE 802.16."
