Session #45 Venue
IEEE 802.16's Session #45 was held 25-28 September 2006 at the Mont Tremblant Congress Center in Mont Tremblant, Quebec, Canada. The session was hosted by Frank Draper, with Corporate Hosts Wavesat Inc., InterDigital Communications, and Redline Communications. 191 people attended.

Maintenance Task Group
The Working Group's Maintenance Task Group held its first meeting since the 14 September approval by the IEEE-SA Standards Board of the project authorization request (PAR) for the P802.16-2004/Cor2 corrigendum project. The Task Group reviewed a number of change requests under the Working Group's Maintenance Process for consideration in this project. As a result of this activity, the WG approved the initiation of its Working Group Letter Ballot #23, running through 8 November, to review a set of possible changes to be incorporated in the corrigendum draft. The TG issued a closing report and minutes.

License-Exempt Task Group
The Working Group's Licensed-Exempt Task Group reviewed responses collected during the third Working Group Review of its Working Document regarding the P802.16h project. Following comment resolution, the Working Group decided to adopt a first project draft, P802.16h/D1, and initiate its review in Working Group Letter Ballot #24, through 10 November. A closing report was issued, with minutes to follow. Because new material was incorporated in the draft with relevance to the 3.65-3.7 GHz band, the WG prepared a liaison statement to the 802.11 WG regarding its 802.11y project, requesting a joint meeting at the November IEEE 802 Plenary Session. That meeting was scheduled for 8-10 am on 16 November.

Relay Task Group
The Working Group's Relay Task Group reviewed comments and contributions on TG reference documents related to Usage Model, Terminology, Evaluation Methodology, and Technical Requirements. As as result of the work, an initial P802.16j Baseline Document, consisting mainly of a table of contents, was produced, and a Call for Technical Proposals was issued, with a deadline of 7 November. A Closing Report was issued, with minutes to follow.

Conformance Task Group
The Conformance Task Group's project on PICS Proforma for fixed operation below 11 GHz was approved as IEEE Std 802.16/Conformance04 by the IEEE-SA Standards Board on 15 September. This was the 13th project of the 802.16 WG to be approved by the Standards Board.

Network Management (NetMan) Task Group

The NetMan Task Group is addressing the three projects below. The Task Group's activity is summarized in its closing report and minutes.

P802.16g Project
The NetMan Task Group addressed comments arising during 802.16 WG Letter Ballot Recirculation #20c regarding the draft P802.16g/D4 on "Management Plane Procedures and Services." Comment resolutions were incorporated in a new draft P802.16g/D5 for Recirculation #20d, closing 6 November AOE.
P802.16i Project
The Task Group addressed responses to a Call for Comments regarding the P802.16i Baseline Document, on the "Mobile Management Information Base." The updated P802.16i Baseline Document was completed. A new Call for Comments was issued, with a deadline of 7 November AOE.
P802.16k Project
In the P802.16k Project project to amend IEEE 802.1D for support of 802.16 bridging, the NetMan Task Group resolved comments arising IEEE-SA Sponsor on draft P802.16k/D2a. A recirculation is planned to conclude prior to Session #46.

Registration Authority Issue
The Working Group's Operator ID Ad Hoc Committee completed a set of documents for the IEEE-SA Registration Authority Committee (RAC) regarding the development of a registry for the assignment of the 24-bit 802.16 Operator ID included in the 802.16 Base Station ID. The core document was a proposed tutorial on the topic. The WG approved all of the documents and submitted them to the RAC, with a request to initiate the registry by the end of 2006.

Draft PAR for initiating Advanced IEEE 802.16 Air Interface
The Working Group drafted a Project Authorization Request (PAR) for a new P802.16m project for the development of an advanced IEEE 802.16 air interface suitable for consideration in the IMT-Advanced activity being conducted by the International Telecommunications Union – Radiocommunications Sector (ITU-R). The draft PAR and associated Five Criteria Statement were submitted to the IEEE 802 Executive Committee for consideration at the November IEEE 802 Plenary, to be held along with the 802.16 WG's Session #46.

Documents
The Session #45 document list includes references to all session documents. Draft standards are available with a working group password or by purchase from IEEE-SA. Most IEEE 802.16 standards are available for free download via the Get IEEE 802® program. See the 802.16 publication list for details of published standards and drafts.

About IEEE 802.16
The IEEE 802.16 Working Group on Broadband Wireless Access Standards has developed and is enhancing the WirelessMAN® Standard for wireless metropolitan area networks. IEEE 802.16 is a unit of the IEEE 802 LAN/MAN Standards Committee, the premier transnational forum for wired and wireless networking standardization. A list of IEEE 802.16 standards and drafts is available on-line, as is a project milestone summary and an archive of previous Session Reports. The IEEE 802.16 Interactive Calendar includes sessions and deadlines.

"802.16 News" Mailing List
The "802.16 News" mailing list ("stds-802-16-news") has the sole purpose of distributing major announcements related to the Working Group. Those interested in following the progress of the group but not in the day-to-day details may wish to subscribe. Only the Working Group Chair is eligible to post to the list, and mailings will be rare: once after each bimonthly session and additionally for major news, such as the approval of a new standard. Those subscribing to the stds-802-16 mailing list, for active Working Group participants, need not subscribe to stds-802-16-news since the postings will be redundant.

With the approval of the IEEE 802.16 Working Group, this report (23 October 2006 release; 11 November update) was drafted and edited by:
