Dr. Zhou,

The Rate Adhoc committee (RAH) is looking into addressing these questions
and clarifying how it would work and make changes as/if needed. We're
meeting on a weekly basis and discussing all of these issues and many more.

I believe that any answer we give right now may be incomplete and may change
based on the outcome of this effort. I suggest that you hold your questions
till the July meeting.
