Hi!

Is this update mandatory for all proposers that intend to submit a final
proposal in May?
As per the straw poll in the San Antonio meeting,

"
3.1.6.  How many participants are in favor of Option #3: Evaluation
guideline: Jan 2005; Phase I: Mar 2005; Phase II, May 2005. (For: 25;
Against: 0 Abstain: 3)
"

So may I ask what is the purpose of the updated proposals in light of
the Phase I in March and Phase II in May?
