Alistair,
I agree with you. I think we already took a step forward by selecting a liaison to 3GPP2, so that we have a channel to collect feedback and further requirements/comments. We could do even more by also having a formal liaison to 3GPP and to IETF.

Thanks for proposing these discussion items - I wholeheartedly agree that these should be addressed and hope they get a place on the agenda in San Francisco.

The nature of 802.21, being at the center and interfacing to quite a few other standards groups will need a well orchestrated procedure going forward.

Dear all,
        Initially, I'd like to mention that IEEE 802.11u will
try to review the 'one-proposal' as mentioned by David Hunter at the IEEE 802.11 closing plenary in Cairns. We'll try to get some initial comments to you by the San Francisco meeting.

Next, I think I would like to see some idea within IEEE 802.21 of some timelines for an initial letter ballot of the proposed draft and some agreement amongst delegates of how this goal will be achieved.

Now that one proposal has been produced, I feel that quite a few formalities need to be set up, before proceeding with further standardisation.

Perhaps, it would be great to discuss the following items
in San Francisco:

1)      How will comments from external groups be handled? By one
      technical editor, or by the whole group?

2)      Will official liaisons be sent out to 802.11, .15, 16 etc
      for formal reviews at some point, and has a deadline been
      set for replies.

3)      Will requirements for implementing the MIH be sent to media
      specific groups (.11, .15, 3GPP etc). If so, who will prepare
      them and what are the deadlines.

4)      Will .21 create task groups to work on different areas
      of the proposal.

5)      Will a formal .21 policies and procedures document be produced
      at some point.

I'm not really looking for specific answers at the moment, just the feeling that these items will be discussed at the next meeting.
