I had a look at draft-IS-requirements-00.txt. I think we should not forget the case where an IS Client is located in the network. An IS Client in the network could gather information from an Information Server (either on a home network or on a visited network) on behalf of a terminal. In an operator controlled scenario, a terminal could be "MIH IS unaware" and could be managed by a network entity (an IS capable PoS), which would gather information related to the terminal, from the appropriate Information Server.
Note that this is different from the proxy use case in the way that the terminal is not necessarily an IS Client.
In other words we could use reference point R4 to interface one IS Client (a non-proxy PoS) and one IS Server (a non-PoS entity). Or we could use R5 if the IS Server is also a PoS...

I don't know if this is relevant for IETF but I think it is for 21.
