Thanks to Michael for the comprehensive notes.
 
Thinking again about the question of what happens to unresolved comments between recircs, there is a difference between unresolved comments and unresolved deficiencies in the draft text. in practice all comments have to be resolved before moving to the next recirc. Most comments should be "Accepted" in Commentary once presented to the group, or "Accepted - Modified" where the WG comes up with a tweak to the suggested remedy which is acceptable to the commenter. Don't forget that the resolution of a comment by the WG may also be "Rejected", in other words, by consensus or by vote the suggested remedy is not acceptable and the WG did not come up with an acceptable modification. The commenter is then perfectly entitled to reintroduce the same comment in the next recirc, but with a better/more acceptable/more comprehensive remedy. In this way, there is no such thing as an unresolved comment between recircs, although clearly there could be unresolved issues with the text of the draft, which the recirc will address.
