I am working with my collleague on LB#1 Comment #47 (terminlogogy
issue about handover types).
The resolution of the group suggests:

Use existing definitions from ITU-T or other references wherever applicable.
Also consider defining mobile/network "initiated" type handovers as well.
"
But we could not find a ITU-T document that defines terms such as
network-controlled/initiated mobile-controlled/initiated handover.
If someone knows a pointer to an appropriate document that defines those
terms, please let me know.
