nope, maybe it is useful, the serving PoS can notify the Target PoS that the
MN is handovering to.

One questions:
MIH_Handover_Commit messages are used to inform serving PoA which PoA MN
will handover to, so that serving PoA can buffer packages sent to MN. Why
need MIH_Handover_Commit messages between serving PoA and Target PoA? I
don't think it is necessary.

Expect to get explanation, thanks.
