Differences between D7.1 and D7.0

All,

In order to fix a few editorial and formating problems in our D07.00 identified at the last minute by the IEEE Editorial Staff, we created D7.1 which is the version being used in the on-going SB. Here are the differences between D7.1 and D07.00:

- Copy Right banner updated on the front page
- footnote on all pages updated to state that this is a DRAFT and may be changed
- Scope and Purpose paragraphs in the Forward and on page 1 made consistent (word-by-word) with the PAR
- re-numbered the draft to D7.1
