Dear Convergence and Devices Working Group Colleagues,

 

I am writing to you with a proposal to introduce a new work item into the Convergence and Devices Working Group. I have attached the proposal for you to consider and feedback your views as to your organisations interest in being involved in this exciting work item. The potential of this work item is currently being developed by FMCA members Korea Telecom and BT, along with other non-members.

 

This is an excellent opportunity as 802.21 – Media Independent handover is an emerging standard in heterogeneous handover. 

The first implementation was demonstrated at the Intel Developer’s Forum (IDF) in San Francisco in September 2006 and showed handover between WLAN and WiMAX. Most recently the demonstrator has been shown at the Mobile World Congress (MWC, formerly the 3GSM) in Barcelona, February 2008. The latest demonstration also showed WLAN to WiMAX handover, this time with a fully implemented Information Server. We are also able to demonstrate seamless handovers between 3G and LAN.

 

As our work has developed there has been more and more interest in further collaboration from other operators and vendors. The ultimate goal would be a user trial to measure the performance of 802.21 in a realistic environment and determine its possibilities for commercial deployment.

 

         What has been achieved so far:

         Collaboration between BT (UK and Malaysia), Intel, Nokia and NSN (Nokia Siemens Networks)

         Have implementation of events, information services and connection management based on current version of the (draft) 802.21 standard to assist seamless handovers among heterogeneous access networks.

         Seamless handovers between WLAN, WiMAX, 3G and LAN

         Demonstrator shown at Intel Developer’s Forum (IDF) last September and to be shown at the Mobile World Congress (formerly 3GSM) in February

         Initial performance results for battery savings and seamlessness of handovers

         What would like to be achieved within the FMCA

         Convenient framework to allow other interested parties to join collaboration (Interdigital, Korea Telecom …)

         Initial goal could be an interoperability event:

         Test different 802.21 implementations (based on the current standard) with each other and determine the best subset of functionality required (profile)

         End goal could be a 802.21 user trial. The aim of this trial would be to measure the performance of 802.21 in a realistic environment and determine its possibilities for commercial deployment

         All collaboration partners (Intel, Nokia, NSN and Interdigital) very keen to participate in June FMCA interoperability event

         All met F2F with BT last week at 3GSM (MWC) and confirmed their interest
