MIH Security Use Cases - CR for TR

Dear ALL:

I uploaded rev03 of proposal 181 to be discussed next week at 802.21 SSG
session.

Here is a brief background on this proposal.

1. At Jacksonville meeting, we discussed the framework for MIH security
use cases.
2. The framework and the basic use cases are included in the TR June 2
version (document 172). 
3. At the teleconference of June 5, the group agreed that more text is
needed. 
4. This proposal is the text to be added in each use case.  
5. The rev01 was discussed at the SSG Teleconference of June 19. 
6. The current version  is an modification of rev01 based on the
comments received on June 19.
