802.21m agenda and call foe ToC proposals

Hello folks,

I have posted a draft agenda.  Proposals for updated Table of Contents
are solicited for discussion.  Equally important, the protocol mandates
need to be very critically reviewed for continued relevance.  If they are
to be changed, which I think is likely, we have to revamp the concept
of "802.21 conformance".
