[STDS-802-24] Updated response to ITU-R 236/1

802.24 has edited the updated response.  We need some feedback on 
frequency bands for 802.11, but otherwise it is in good shape.

I would like to ask that 802.18 review this document and send us back 
comments for us to consider.  When we finish the revisions, we will 
forward it to 802.18 for official approval prior to requesting EC approval.
