[8023-10GEPON] FEC presentation

All, 
Here is a version that starts with the latest one from Jeff, but then 
1. changes the title to a more appropriate generic one,
2. adds in the list of contributors that Frank C. had put in his latest, 
1. a dashed sync pattern, just to illustrate where that would go, and
2. asks the question if the 66b words are aligned to the FEC codewords.

Please give a shout out if you want your name removed or added.
