[802.3_4PPOE] New power saving mode proposal

Dear All,

I would like to present the attached presentation in New Orleans.
Your prior review would be highly appreciated.
Please help me to make my proposal successful and provide feedback for me.
The idea just came to my mind in the past weeks unfortunately. I know we are very late in the process, and what I want the least is to cause any delay in releasing the standard.
A proposal of how to achieve this is also included into the presentation.
