While I agree that it would be good to include a 3.3V (and a 5 V?) interface for the MDC/MDIO and it would probably be good to change the speed to match common parts, I don't think this should be done as part of a PHY project. The changes that are proposed to be made to Clauses 22 and 45 would impact most, if not all, 802.3 PHYs. For this reason, this should be proposed with a new CFI and be done in it's own group to ensure the changes will be compatible with all needs and not just those of a subset of 802.3.
