[802.3_SCC18] Website updated with results from todays IEEE 802.3 SCC18 ad hoc meeting

The website has been updated with unconfirmed minutes, agenda deck, and the notes on the proposed First Revisions that were discussed today on the IEEE 802.3 SCC18 ad hoc.  There will be no meeting next week, but the review of the proposed FRs will continue at the next meeting, to be held on February 21 at 1PM EST.
