[802.3_SCC18] Website updated for tomorrow (2/28) meeting

The IEEE 802.3 SCC18 ad hoc website has been updated with two files for review at tomorrow’s meeting.

The files are a draft of the ad hoc report, summarizing the FRs we are making recommendations on, as well as a proposed draft liaison letter to SCC18 from IEEE 802.3.
