[802.3_SCC18] minutes and updated comment files uploaded

The IEEE 802.3 SCC18 ad hoc website has been updated with minutes from the 1 August meeting as well as updated PT716 and NEC2020 proposed comments resulting from that meeting.  There will be no meeting on 8 August – the next meeting will be 15 August at 1PM EST.
