Draft of request to IANA

Attached please find the text of a request that I plan to 
review at the IEEE 802.3 closing plenary meeting on Thursday 
11/19. With the concurrence of the working group, the request 
will be sent to the Internet Assigned Numbers Authority
(IANA) asking for additional assignments to the
IANAifMauTypeListBits textual convention and the 
IANAifMauAutoNegCapBits textual convention.

The request is to be submitted via the following form interface:

http://www.iana.org/cgi-bin/assignments.pl

Please review the proposed text for accuracy and clarity.
