There is no question, that the original sentence is bad English and needs to be corrected (and the EZ bucket is the right place therefore).
Nevertheless I think the proposed text changes the original meaning of the sentence, as it tells the reader, that the PHY is already back to normal operation, while it is sending IDLEs with loc_lpi_req being deasserted, but the PHY is just
in the WAKE phase sending these IDLEs, so not ready to really transmit data. So I would propose the following rewording:
The PHY transmits an IDLE symbol stream with loc_lpi_req being de-asserted, indicating to the remote PHY, that the local PHY is going back to normal transmit mode.
