[802.3_NGAUTO] P802.3ch to IEEE SA ballot and second re-chartering/extension for B10GAUTO SG

The IEEE 802 EC approved P802.3ch progressing to IEEE SA ballot in the
closing meeting today, as well as the second rechartering/extension for the
B10GAUTO Study Group.
Congratulations to the Task Force and Study Group for all the hard work this
