Yes, the change was intentional. As you noticed in D1.3, the version field was removed as a fixed field for all OAMPDUs. The version field is now found in Information OAMPDUs and is exchanged during the Discovery process. The soon to be released for comment D1.414 retains the Version field and its location with the local and remote Information TLVs found in Information OAMPDUs.
