[EFM] Proposed comment responses

Dear Members of the IEEE 802.3ah EFM Task Force,

Thanks to the tireless efforts of your sub task force
chairs and editors, with invaluable assistance
from our volunteer comment editor, I am pleased to
announce that you will find proposed responses to the
comments submitted during the sponsor ballot recirculation
on IEEE Draft P802.3ah/D3.1 at the following URL:

Our editor in chief has been nursing a sick PC back to
life, so the report listed above does not yet contain
his proposed responses. Wael will update the file once
the patient is restored to good health, but I encourage
you to download the file now, and familiarize yourselves
with the responses proposed thus far.
