I think the rationale is found in 57.3.2.1.3. OAM frames with link fault set have no Information TLVs and therefore there is no possibility for two Passive devices to activate OAM on a link.

Hi,

Does anyone have a rationale for the statement in 57.3.2.2.4 that critical events other than link fault cannot be sent to the OAM peer before discovery is complete?  I'd like to be able to unconditionally send Dying Gasp when my PSU fails, because that is a low-level function which benefits from simple, unconditional processing.
