[802.3_DIALOG] Call for candidates to serve as IEEE 802.3 liaison officers: deadline Wednesday 14th April 2020 23:59 AOE



Dear Colleagues,

This email is a call for candidates interested in serving as an IEEE 802.3 liaison officer to five National Fire Protection Association (NFPA) Code Making panels (CMP). Such a role would involve serving as either Principle or Alternate IEEE 802.3 organisational representative to these CMPs. Background and further details are provided below.

The deadline to respond is Wednesday 14th April 2020 23:59 AOE.

The NFPA <https://nfpa.org/> is non-profit organization 'devoted to eliminating death, injury, property and economic loss due to fire, electrical and related hazards'. Among their activities is standards development, one well knows standard developed by the NFPA is NFPA 70(R) National Electrical Code (NEC) which is adopted by US states and municipalities. NFPA standards development involves the development of draft standards by NFPA committees and panels consisting of individuals that represent organizations, or themselves, who are appointed by an NFPA governance committee, the NFPA Standards Council. Where the individual represents an organization the seat on the committee or panel is held by the organization, and that organization chooses who represents them.

The IEEE currently holds seats on some NFPA committees and panels. These seats are held by individuals that are defined as IEEE External representatives (ERs) governed by the IEEE-SA Operations Manual. They carry a 'directed vote' for the IEEE and these 'directed votes' are established by IEEE Standards Coordinating Committee (SCC) 18 under a process that requires this position to represent the consensus of IEEE SCC18 and any materially interested IEEE Technical Committee.

On Friday 3rd April 2020 the IEEE-SA Board of Governors (BoG) approved two resolutions with respect to IEEE External Representatives (ER) to the NFPA. The resolutions <https://standards.ieee.org/about/bog/resolutions.html> read as follows:

- The BOG terminates the appointments of External Representatives to the National Fire Protection Association (NFPA), effective 30 June 2020.

- The BOG directs IEEE SA staff to provide assistance to any technical community in IEEE that would like to create a relationship between that technical community and the NFPA.

As a result, IEEE Technical Communities, such as IEEE Societies, IEEE Councils, IEEE Standards Committees, and IEEE Working Groups, can potentially now have organizational representatives on NFPA committees and panels, but the IEEE will not.

Chad Jones, who is the Chair of the IEEE 802.3 SCC18 Ad Hoc, and a member of IEEE SCC18, added discussion of these resolutions to the Wednesday 8th April 2020 IEEE 802.3 SCC18 Ad Hoc weekly meeting. At that meeting, the IEEE 802.3 SCC18 Ad Hoc identified five NFPA 70 Code Making panels (CMP) that could benefit from a relationship with IEEE 802.3. These panels are CMP3, CMP5, CMP12, CMP16, and CMP18 covering limited power systems, grounding, data centre, communications, lighting respectively (among other things, no panel covers just one topic).

This email is, therefore, a call for candidates interested in serving as an IEEE 802.3 liaison officer to these CMPs which would involve serving as either Principle or Alternate IEEE 802.3 organisational representative to these CMPs. Unfortunately, the deadline set by the NFPA for applications to be considered at the 10th to 12th August 2020 NFPA Standards Council meeting is Friday 17th April 2020. The next NFPA Standards Council meeting is December 2020.

As a result, I have set a deadline to respond to this call for candidates as Wednesday 14th April 2020 23:59 AOE. I will then appoint the individuals, who will then have to submit their applications to NFPA immediately. After that I will conduct a 10-day email ballot of IEEE 802.3, and IEEE 802 EC motion, to confirm these candidates. Since the NFPA Standards Council meeting isn't until August 2020 there is plenty of time for an individual to withdraw their application if confirmation from IEEE 802.3 or the IEEE 802 EC isn't forthcoming.
