[802.3_EPOC] Contribution on data rate adaptation

Attached please find the contribution on the data rate adaptation function, as designed for 10G-EPON, covering also suggestions for the development of a similar function in EPoC. This material will be submitted for presentation at the next meeting (July), but I also wanted to circulate it ahead of the meeting for feedback and discussion.
