The diagram seems to indicate that the sub-channels are composed of multiple, adjacent carriers.

Can you clarify the statement quoted above?

This is not a proposal  for OFDMA. This information is to help defining what is OFDMA.

OFDMA: Multiple Access scheme using Orthogonal Frequency-Division Multiplexing  where sub-channels are allocated in the frequency domain. The sub-channels are allocated to individual users.
