[STDS-802-3-EPOC] Baseline Proposal for technical decision #20

Dear colleagues, 

 

Attached please find the baseline proposal for your consideration at the
upcoming interim meeting, addressing technical decision #20. Myself and Ed
prepared also a brief summary of the proposed baseline, addressing the issue
of truncation of the Sync Header, per text of the referenced technical
decision. Both files are attached to this email.
